What is a Compliance Verification Plan?

A Compliance Verification Plan (CVP) is the documented test schedule that proves your ESD controls stay within their limit values over time. ANSI/ESD S20.20 explicitly requires this plan as part of the ESD control program.

The plan defines which technical elements are tested, with what they are measured, against which limit values and at which interval. The readings are recorded and form the evidence chain for S20.20 audits or customer audits.

The limit values themselves live in the technical standard ANSI/ESD S20.20, while the field test methods are described in the ESD TR53 technical report series. S20.20 points to TR53 for how each measurement is performed.

Which test items and limits belong in the plan?

The CVP covers every grounded and dissipative element of the EPA. The governing figure is the upper limit for personnel grounding of less than 1×10⁹ Ω to ground, plus the product-specific values for floors, seating and ionization.

These figures are typical values from S20.20 and TR53. In your plan, fix the exact limits that apply to your products and process (HBM/CDM sensitivity) and justify any deviation.
  • Wrist strap: system of band, cord and 1 MΩ resistor, measured as person plus strap.
  • Dissipative floor: measured as the floor-footwear-person system (RTG).
  • Ionization: decay time and offset voltage (balance) at the charged plate monitor.
  • Ground points and bonds: continuity to the common ground bus.

How often do you have to test?

Test frequency follows the risk and wear of each item. Wear parts such as wrist straps are tested daily, fixed installations far less often. What matters is that you justify the chosen intervals in the CVP and then keep to them.

A permanent continuous monitor at the bench can replace the daily wrist strap test because it checks the connection non-stop. That cuts manual effort and log-book errors.

The instruments themselves must be calibrated: resistance meters and charged plate monitors usually once a year, traceable to a national standard. Without valid calibration, your readings are worthless in an audit.
