A wire offcut flying onto a populated assembly costs more time than the cut itself. The 78 71 125 Electronic Super Knips has a wire clamp that retains the offcut and cuts soft wire from 0.2 to 1.6 mm dia. with induction hardened edges of approx. 62 HRC.
